Salary Cut of Officials: Govt to Save GHC3.5 billion – Ofori-Atta | Politics

The Minister for Finance, Ken Ofori-Atta has said the government will save about GHC3.5 billion from the 30% salary cut of ministers and heads of state-owned enterprises (SOEs).

Addressing the country on measures being taken to curb the economic challenges, Ofori-Atta said, “With regards to savings, in terms of our initial calculations of all of that [salary cut] will be about GHC3.5 billion that we expect to be able to save.”

“But we’ll keep titrating and tightening it to ensure that we get as much from that,” he added.

Cabinet earlier approved that ministers and the heads of SOEs contribute 30% of their salaries from April to December 2022 to the Consolidated Fund.

Members of the Council of State have also agreed to a 20% cut in their monthly allowances for the next one year in support of efforts aimed at stabilising the economy.

According to the Council of State, the move is their widow’s mite in support of the total efforts towards the economic recovery move by the government.

Jean Mensa Leads IRI/NDI Delegation To Assess Kenya’s Political Environment Ahead of August General Elections | Politics

From May 16 to 20, 2022, the International Republican Institute (IRI) and the National Democratic Institute (NDI) jointly conducted a pre-election assessment mission (PEAM) as part of their overall observation of Kenya’s 2022 general elections. The purpose of the PEAM assessment to Kenya was to:

●        Assess the current political environment as well as the electoral preparations in advance of the August 2022 general elections;

●        Provide independent, impartial information as well as practical recommendations before election day to improve the process; and

●        Demonstrate international support for credible and peaceful electoral processes in Kenya.

In this context, the PEAM assessment of the pre-election environment serves as an important component of NDI and IRI’s overall observation of Kenya’s electoral process, which also includes the presence of long-term analysts based in Nairobi. 

The assessment delegation comprised Jean Mensa, Chairperson of the Electoral Commission of Ghana; James Lahai, the National Coordinator of National Election Watch (Sierra Leone); Nicole Rowsell, Acting Vice President of the National Democratic Institute (USA); and Yomi Jacobs, Resident Program Director of the International Republican Institute in Kenya (Nigeria). 

The delegation conducted its activities in accordance with the Declaration of Principles for International Election Observation, which was launched in 2005 at the United Nations, and in compliance with the laws of the Republic of Kenya. All activities were conducted on a strictly nonpartisan basis and without interfering in the election process.

The delegation met with a wide array of election stakeholders, including: the Independent Electoral and Boundaries Commission (IEBC), political parties, civil society, business associations, media representatives, religious leaders, the judiciary, and government actors. The delegation expresses its appreciation to everyone with whom it met for sharing insights from which the mission benefited greatly.

IRI and NDI are nonpartisan, nongovernmental, nonprofit organizations that support and strengthen democratic institutions and practices worldwide. The Institutes have collectively observed more than 200 elections in more than 50 countries over the past 30 years. NDI and IRI will conduct a second pre-election assessment mission to assess progress toward key recommendations before Kenya’s general elections scheduled for August 9, 2022.

Abantu Urges Parliament To Pass Affirmative Action Bill | Politics

Parliament must place premium on the passage of the Gender Equality Law, otherwise known as Affirmative Action Bill, into law.

According to Abantu for Development, a non-governmental organisation, the delay in passing the bill, which was drafted 11 years ago, had contributed in very substantial ways to the country’s inability to secure comprehensive and improved conditions for the majority of citizens, especially women.

“Ghana needs an Affirmative Action Law that will promote total inclusiveness, political pluralism, genuine democracy and good governance,” the Resource Mobilisation and Sustainability Manager of Abantu, Hamida Harrison, said.

She spoke at a media dialogue in Accra on the role of the media in reinforcing advocacy for the passage of Ghana’s Affirmative Action Bill into law.

Ms Harrison said the political parties in the country saw the bill as a threat to power and power sharing, hence the deliberate delays by various governments in passing it.

“Ghana has completed the draft bill that has been awaiting submission to Parliament for a considerable time now. Anytime we ask about it, we are told it is with Cabinet. What is holding it there?” she quizzed.

Ms Harrison stated that Parliament had listed the bill three times as one of the items to be discussed but that never materialised.

“The question of government sitting on the bill is very critical to the mainstreaming of women into positions of leadership, which is unacceptable to all of us,” she stated.

Failure of political parties

Ms Harrison pointed out that in both the ruling New Patriotic Party (NPP) and the opposition National Democratic Congress (NDC) regimes, women had failed to make the equality mark in elections and appointments to positions of leadership in government.

“It is not one political party that has failed the women of this country but all. All these parties have not been very fair, faithful and accountable to the promises they made to women. The late Prof. John Evans Atta Mills promised before becoming President that 40 per cent of his government appointees would be women, but that never materialised. The highest was 21 per cent.

“We remember in the first presidential address of President Nana Addo Dankwa Akufo-Addo, he said affirmative action was his priority, but here we are today, almost ending his second term and nothing has happened,” she stated.

Ms Harrison said from national to local and institutional levels, the number of appointments and nominations of women historically was failing to address the magnitude of gender inequality.

Quoting figures to buttress her point, she said out of the current 261 Metropolitan, Municipal and District Chief Executives (MMDCEs), only 38 were women, increasing the number by only two from the first term of President Akufo-Addo.

Role of media

Ms Harrison called on the media to play a pivotal role in educating, shaping public opinion, setting the agenda, as well as influencing the government to push the bill to Parliament for it to be passed.

Media practitioners who spoke, called on civil society organisations to be aggressive in their approach in getting the bill passed.
